What's the best way to remove old rusted screws?

I have a lantern light on a pole that no longer works and I purchased a solar-powered lantern, intending to replace the old light with it. Unfortunately, I can’t loosen the screws that hold the old light on the pole. I tried WD-40, but no luck. This is frustrating. The pole itself is heavy gauge steel or I’d saw it off with a hacksaw. I don’t want my neighbors to think I’m any odder than they already do.

    Hacksaw, grind, or file off the screw heads. Use a hammer and punch to drive the screws into the pole. Then use some larger screws in the outsize holes.

    Never mind the neighbors thoughts. Some day they will need your genius to bail them out of a problem.
